FIRST, download and run/install the above "Patch". This patch will install most of the missing OCX/DLL 
    Components into Windows that are required by both our programs and the Installer that comes on the COMBO CD.

    If that doesn't solve your problem, then take a look at this FAQ and it should fix any remaining problems. 
    The "issue" is with the installer, not the actual Scancat program.... so this should get you up and running.
